House Bill 913 took effect July 1, 2025. DBPR describes it as a broad condo and cooperative reform (DBPR FAQ). Changes worth knowing:

  • Video meetings. Condo board meetings may be held by video conference. The notice must include a hyperlink, a call-in number and a physical address where owners can attend. The meeting must be recorded, and the recording kept as an official record (s. 718.112(2)(c)).
  • Electronic voting. If 25% of voting interests petition, the board must adopt a resolution allowing electronic voting (Senate bill summary).
  • Resale buyers. Buyers of resale units now have 7 days, up from 3, to cancel after receiving the required documents (Senate bill summary).
  • Online account. Every condo and cooperative association must create an online account with DBPR's Division of Condominiums, Timeshares and Mobile Homes. Through it, they report contact details, buildings and assessments, and they must provide SIRS materials within 5 days of a request (DBPR FAQ).
  • "Habitable" stories. The SIRS and milestone-inspection threshold now counts three habitable stories (s. 553.899(3); s. 718.112(2)(g)1).

DBPR was directed to adopt rules on video-conference meetings. Check DBPR's Division page for current rule status before relying on specifics.
