LONDON, Oct. 28, 2026 —
The United Kingdom will give Ukraine a further £10 billion in economic and military support, the British Treasury announced Wednesday, calling it "the largest ever package of financial backing for Ukraine" from the U.K. (HM Treasury).
The Treasury says Prime Minister Andy Burnham and the chancellor told Ukrainian President Volodymyr Zelenskyy about the decision Wednesday morning, before Chancellor of the Exchequer John Healey announced it in the Budget (Budget 2026 speech).
What's in the package
According to HM Treasury:
- £7 billion in economic support over three years, including up to £5.5 billion in World Bank guarantees and a £500 million grant to the World Bank International Development Association's crisis facility, which the Treasury says will mobilize £1.5 billion for Ukraine.
- £500 million in additional military support for air defenses this winter. Together with £750 million already committed from the U.K.'s Extraordinary Revenue Acceleration loan to Ukraine, the Treasury says this brings U.K. military support to Ukraine this year to £4.3 billion.
- A £3 billion increase in U.K. Export Finance capacity for Ukraine, prioritized for military support, bringing total export finance cover to £6.5 billion.
The Treasury says the package comes on top of the £3 billion a year in military support the U.K. has already pledged. Counting Wednesday's announcement, it puts total U.K. commitments to Ukraine at £35 billion.
What the leaders said
"This is the largest ever package of funding for Ukraine from the UK and it should leave no one in any doubt of our unflinching backing for as long as it takes," Burnham said in the Treasury's release.
Healey said in the same release: "This new package of support will help Ukraine to defend their people and their nation as they fight with huge courage - civilians and military alike."
The Treasury says the package is meant to help Ukraine defend itself and keep its economy stable and public services running through the winter.
